You can also go to a music teacher at your school. Some music stores give lessons too, but good luck finding one to give you bassoon lessons: Where I live there are 2 bassoon players in the entire town and city!
It depends on what exactly is meant by "a hard time communicating." If she merely is a bit awkward, shy, or quiet and needs to be brought out of her shell, music lessons are one way to aid socialization especially if in a group format, but if she is having some severe problems just talking she should definitely see a doctor.
