In short kind of... they still need many thing other than that but if you can fill a clear bag with it and put it on a plant it will grow fast... You need liquid for fresh water plants though. Is hard to make!
In my recent science fair project I found out that helium does affect plant growth. It made the plant grow bigger and healthier.
.........
But Helium is an inert gas - Perhaps the Lack of O2 relative to CO2 caused the growth spurt. What if you had ONLY Helium (try another inert gas and a Vacuum as well)

(by the way - it's odd that I could edit someone elses post. That really doesn't make sense)
.........
Plants only breathe carbon dioxide, and turn it into oxygen. ; )
to make plants grow good...and to have a nutrients by the rock
If your plants grow in it its healthy If your plants dont grow in it it not healthy
It helps plants to grow when planted It helps plants to grow when planted
the plants will grow because soil contains a lot of minerals
by making plants grow better because plants need a certain amount of nitrogen to grow so it has made plants more healthier as they grow.
I did an experiment, where a Plant was in a vacuum filled with helium and it died after 3 or 4 days after sprouting. I'm not sure about Oxygen, Carbon Dioxide + Helium though
Farmers sow seed to make plants grow.

Do u mean WHAT MAKES PLANTS GROW? if thats the question, photosynthesis, i think, makes plants grow.
Some chemicals make plants grow. They are called fertilizers. Some chemicals plants make plants die. When intentionally applied, they are the type of pesticide called herbicides. Some chemicals do not affect plants.
Plants are not made, they grow naturally.
