No. Air at high altitudes may be cold, but if it is brought down to the surface the compression will heat it up.
Warm air masses generally come from tropical and subtropical latitudes, where plentiful solar energy heats the Earth's surface, which in turn heats the air. Cold air masses come from the high latitudes, which radiate more heat into space than they receive from the sun.
Clouds come in different types etc. Different types of clouds appear at different times and affect the amount of sun light that reaches the Earth, the amount of rain etc.
Cirrus clouds arrive before other clouds as a warm front approaches because the are the leading edge of the front. They typically form as the warm front approaches a cold front or stationary boundary.
Magical Ice Fairies make snow. In fact, they still work up in the clouds today, in factories, producing soft, crystal white snowflakes.
precipitation
The earth would be a cold, dark place. This would be the situation if the sun became a black hole, for example.
Nope... tornadoes form from clouds - usually thunderclouds.
There are no clouds near Pluto. Pluto does have neighbors in the kuiper belt, but no clouds to speak of. On Earth, however, there may be clouds that obstruct the view or come close to our view of Pluto.
Not Normally, usually when warm fronts heat the air up, when cold fronts come around, that is the front that normally is associated with clouds and rain. When warm and cold air collide, that's when the development of storms come around.

If there are almost no clouds in the atmosphere, that means there is a high pressure system, which causes cold, dry air to come down from the top of the troposphere.
I'm not 100 percent sure, but I think it's cirrus.
they come from clouds through precipitation but some people think that water came on earth when the meteors hit earth at the beginning of time and released water
The bottom of the Earth. :)
from the bottom of the earth
They come from snow droplets and earth mixed and look at bottom.
they come from the colder waters on the bottom of the oceans
