If that country wants good relationships with other countries yes. If the country wants to be a part of the UN it has to promise to respect human rights however there are some countries in the UN (like China that don't) so somewhat.
Ireland has a very positive view of human rights. It also supports human rights initiatives in other countries in the world. Ireland has a very good name in the world for the charity of its people and what they do in other countries to help each other. There is a long tradition of Irish people travelling to help people in other countries.
