A VOIP phone service is impractical on dial up. For one thing people with dial up have a working phone line and are usually paying for a land line. Secondly there simply isn't enough bandwidth to support decent quality phone service.

If you are okay with a used cell phone, then there are many used cell phones on eBay. There are also new cell phones there. You can also go into your local cell phone service provider and talk to them there.

You mean a cell phone that somehow got gasoline in it? If so, then NO! Do not charge that phone.
You will need to unlock your device. Verizon, and all other phone companies, lock their phones so that you can only use their service. You should be able to contact them and ask them to unlock it for you. Most companies are okay with it.

If your eleven year old is responsible with his other items, then he will likely be okay with a cell phone. If he has an item like a GameBoy that he takes good care of, he should be okay with a simple cell phone.
