There are two ways to create a website. One is free, but not really efficient or useful compared to buying it. There's a bit of effort involved in buying and owning a domain.

It's a free domain name, for example mydomain.webs.com, but you don't get server scripting or databases so if you are managing an eCommerce site or a professional business site that is definitely not for you.
If you want to buy an actual domain, like mydomain.com, head to BlueHost.com, register an account. It's a very, very cheap price for Web Hosting -- $6.95 a month. You get the full package, PHP/ASP(.NET), databases with managable SQL, and a bunch of web designing tools.
