No it doesnt, i recently called Verizon and was told it cost money to call someone in the virgin islands but it does not cost money to text someone as long as you both have a texting plan
Yes i think so, tv shows charge a higher rate to text them, so a private number would do the same.
It won't cost you anything, but it WILL cost the person receiving or looking at the text message. If that person has unlimited texts...then no.
It would not cost the iPod user to send them. If the cell phone user pays per text message then they would be charged. If they have unlimited texting or whatever, there would be no cost. Have fun!

I see your cellphone company is verizon. Yes it does cost money and it adds up everytime you text it so I would watch your limatations :]

Text plus is an awesome app. completely free. I would get text free with voice. You then can call and text and that is free too. You have to send at least 1 text a month in order to keep your number open
