It costs a lot more to use oil paints rather than latex paints. There are a couple of reasons for this. First, the ingredients that make up oil paint are much more expensive than ingredients for latex paint. Second, due to companies having more earth friendly restrictions, oil based paints have gone up in price and are harder to find now (oil based paints are less earth friendly than latex paints)

I'm not an expert, but if you paint the gloss paint with flat paint or primer and then rough the paint or scratch grooves in the paint your plaster should stick. Your grooves might need to be fairly deep. Not so deep as to go through the original plaster or drywall (depending on the original surface), but as deep as you can go. A cross-hatching pattern would probably be best. You may have to sand the paint off. I have gotten lucky in the past and have not had to.

They are hard enough and no longer yellow the way they used to. Add to that the ease of cleanup, the cost factor, the fact oil based paints are becoming less available, a general lack of smell and reduction of out-gassing and you have more than enough reason to paint your trim with a water based paint. If you're painting new wood, you should still use an oil primer. The water in latex products will swell the grain of the wood. Then apply a good quality latex topcoat with a GOOD ($15+) brush. It will look just as good.
