Like most people will tell you, it all depends on your threshold for pain. For some people those piercings barely hurt. But more than likely, it'll hurt more to get your cartilage. You can feel how soft and squishy your lobe is, and as you move up along the ear the cartilage becomes firm/tougher. Whereas your lip, is extremely soft all over. Personally, when I had my cartilage pierced it hurt far worse than my labret.
I have personally done this before, i got my right lip piercing re-pierced in the exact same spot and no it doesn't hurt, it feels the same as getting your first lip piercing.
Nope. They just pierce it. Anything they could use to numb your lip would cause it to swell up, making it hard to pierce you accurately. Besides, it doesn't hurt very much.

Yes... trust me, i pierced my own lip (not smart, i know... lots of risks but I'm fine. that was 4 months ago. i took it out, but i loved it.) And it barely hurt at all. It may not hurt when you pierce it, but it will hurt for several days afterwards(not very much, but it will hurt). Im a girl and horrible with pain. I just felt a bit of gentle throbbing for a few minutes directly after piercing it.

That would depend on each individuals personal pain threshold. But it would hurt anyone more if the piercer had no proper training or equipment (like if someone pierced their own lip with a sewing needle) Either way it would hurt, no matter what, as it is jabbing a needle through a body part.
Yes but keep in mind that is scar tissue that is being re-pierced so it is going to hurt a little bit more than the first piercing.
