What is wrong if you changed a four prong to a three prong and the dryer is not heating?

My question is WHY did you replace a four prong dryer plug with a three prong! 220 volt Electric dryers require two hot legs, a neutral and a system ground wire. Sounds as though you shunted one of the hots or the neutral. You need to install a four prong plug of the same configuration and wire it exactly as the original.

How do you adapt a 3 prong German plug to fit into a 3 prong US 230 dryer outlet?

German appliances don't have three pinned plugs. The standards are the "Schoko" plug, which is a two pin plug with contacts on the side as a ground connection and the "Euro plug which is a two pin plug without a ground connection. There are adapters available at most good electrical stores.

Can you plug a 2 prong extension cord into a 3 prong extension cord?

I don't know about an extension cord, but they do sell plug adabters. You can pick them up at any hardware store or even Wal-Mart. They are ussaully grey or orange , and look like the plug end of the extension cord. One end will have the 2 prong, the other side will have the slots to plug in the three prong.

What different eletrical tree-prong plug and two-prong-plug?

The difference is safety. Any appliance or equipment that has metal parts that may be touched by the user will usually have 3 prongs because this provides for safety if those metal parts become energized. Exceptions would be "double insulated" items, such as many power tools, and items without exposed metal parts.

Can you plug a 3 prong extension into a 110 volt outlet?

Yes, provided the outlet has a three element receptacle. The third prong is ground. If you use an adapter that connects three prongs to a two slot outlet there is a shock danger.

Because - the 2-prong socket is NOT connected to earth !.. Any fault in the appliance - could result in electrocution.

New vacuum cleaner you have got a nasty static shock from it how can you avoid this?

Plug it into a properly grounded receptacle if it has a ground prong. Otherwise, if it has only a two-prong plug, it is a design flaw and you will need to remember to discharge it, before you touch it, and yourself, before touching doorknobs after running it. You can carry a key or other piece of metal around with you to do this. I believe I'd take it back to the store and buy a different one.

Why wouldn't a 2 prong plug fit in a 3 prong outlet?

The reason might be a voltage or amperage mismatch between the two devices. Plugs and receptacles are matched sets depending on the voltage and the amperage of the devices. The configurations are done in this manor to prevent the wrong voltages being applied to wrong plug in equipment.
