Will Rogers once said that America has the best legislators money can buy, or words to that effect! So yes, if you are wishing for a law, it can - and will - take money.
Even assuming that our nation is as described in a 1950's civic book, to bring a law to the attention of enough legislators to have it pass does actually take money. You must raise public awareness of it, have letter writing campaigns, assist the legislator in understanding it's importance...etc.
