well, this is just a plausible theory, but it's most likely because Tohru accepted the cat in the Chinese zodiac and didn't shun him like the other members of the zodiac. she was the first to love him, not causing Kyo pain in the process(//cough cough// Kagura) and they say opposites attract, so Kyo would naturally be attracted to the calm, refreshing Tohru. and that's just how the writer decided it would be.

Kyo likes Tohru because she accepts him for who he is, supports him, and sees the good in him despite his flaws. Tohru's kindness, selflessness, and understanding touch Kyo's heart and make him feel valued and loved. He appreciates her sincerity and the way she brings out the best in him.
