Technically, yes. A laser is a concentrated beam of monochromatic (usually) light. Given that light itself is considered to be part of the electromagnetic spectrum and that that spectrum is referred to as electromagnetic radiation (as it doesn't need a medium to travel through) then one could deduce that a laser beam is radiation.
In addition, gamma radiation also forms part of the electromagnetic spectrum.
