It depends on the type of color scheme you're going for. If you want plain, bu nice, I would recommend grays or white with your blue. Or maybe you want cool and crazy, then I would say pair it with its contrasting color, orange and maybe throw some bright neons in as well, like neon pink or a green. It also all depends on the type of blue. So basically, it all depends on a lot of different things, as well as personal taste.
Probably white or any color
light yellow, light green, light blue, brown, dark yellow, dark blue, dark green, then red.
No deoxygenated blood is dark red and oxygenated blood is lightish red.
Under a red light, blue would appear dark or black because red light is absorbed by objects that are not red. Since blue is not a color in the red light spectrum, it cannot reflect or be seen under red light.
The paper appears dark because red light is absorbed by the blue pigment, not reflected. The blue pigment absorbs red light and reflects blue light, which is why the paper appears blue under white light.

When a blue shirt is in red light only, it may appear very dark or nearly black because the red light does not contain the wavelengths needed to reflect the blue color of the shirt. Instead, the shirt will absorb most of the red light, causing it to appear dark.
