If the immigrant married a US citizen, then that's a done deal and she is no longer illegal. It sounds like you need to take care of your own affairs, starting with divorce proceedings.
You can't, unless u want him to be kicked out of the country. he can return to the country, and you get married there. Then you file a whole bunch of forms for him to get here, as if he didn't do the illegal immigration in the first place. It will take a long time.
