Yes. Local culture has an affect on project execution. In some cultures it's impolite to argue, and people will execute obviously faulty plans in order not to be considered disobedient. Some cultures have more built in vacations or siestas. Some cultures work faster or slower or are more fastidious. E.g.: If a plan is built for a culture of obedience and is executed in a culture of sloppiness, havoc will ensue. If a plan is designed for a culture meticulous about safety regulations and is executed in a culture with disregard for such, major accidents can happen.

The territories of culture are: local, national and global culture. Local culture are those practiced by a certain group of people in the community. National culture, on the other hand, transcends local culture. Example, in the Philippines, the common thing is their culture as Filipinos, no matter the variation of their local culture. Global culture is the dominant belief and norms practiced and accepted globally.

Project Mercury, the first human spaceflight program by NASA, had a significant impact on local culture in Florida. It brought international attention to Cape Canaveral (now Cape Canaveral Space Force Station) as a key space launch site. It also led to economic growth in the area, with an increase in tourism and job opportunities for locals. Additionally, it fostered a sense of pride and identity among Floridians as they witnessed the historic space missions taking place in their state.
The stakeholders of the Niagara Tunnel project include the Ontario Power Generation (OPG), which oversees the project, local communities affected by the construction, environmental groups concerned about ecological impacts, and government agencies responsible for regulatory oversight. Additionally, contractors and subcontractors involved in the construction, as well as the broader public who benefit from the hydroelectric power generated, are key stakeholders. Each group has interests and concerns that influence the project's planning and execution.
There is no relevance to gender in project planning and management unless you are working in a culture where mixing gender is not allowed for religious or cultural reasons. In that case you would have to ensure that the gender-mixing conforms to the local standards. That said, very often a mix of gender causes sexual-tension, like flirting. This distracts the team members from the project at hand.
