Yes it does. Terrible headaches. For a couple of reasons. A large amount must be smoked to get little if any effect. That alone can cause headaches. Also depending on what fertilizers where used in growing, and if proper flushing of the toxins was performed before harvesting.

Average quality weed might cost less than half that price. Fortunately, you do not often see very low quality weed these days. I would guess that it might cost less than half the price of average weed -- say, $100 or so.
