Yes. It has always been a choice, and always will be.

God gave man choice and man has chosen to be violent.
God gives you alot of freedom of choice. You can choose to be christian or not, you can choose to follow him or not, you can go to church or not.... God made humans with free choice so that we are not like robots following al his orders. He would like us to follow his orders but he won't make us.
It was when zoroaster didn't want to follow the god Indra because of the violence and he instead choice to follow mazda.

God does not punish people who don't believe in him. People, while they are on the earth, have the choice to learn about God and follow him. If they decide that they don't want to, then that is their decision. Eventually, these people go to hell because they basically say "I don't want to be around God" and they get what they ask for. If you do make the choice to follow God, then you will basically say "I do want to be around God" and you will go to heaven.
