No. It's not at all uncommon for children to develop cavities, and it certainly isn't necessarily a sign of "neglect". If the cavities remain untreated that's a different story, but courts generally hold that both parents are responsible for a child's welfare; if you noticed cavities and didn't do anything about them either, then you're equally negligent in the eyes of the law.
Yes, it happened to me. Some people hit that puberty stage later on than most. I had no cavities until I hit 17 or 18, and then bam! Now I have at least 4 a year... most of the time way more. I've been told I have very soft teeth, so it will be a lifelong thing for me.
