Do you mean normal or special summon? If you special summon him, it says he is destroyed at the end phase. If he is normal summoned, then he lives. However, cards such as "Mirror Force" "Dark Hole" and "Raigeki" for example CAN destroy him. You cannot bring him back from the graveyard (unless all monster cards are brought back) or equip him with cards such as "Axe of Despair". For the other part of the effect, you can tribute two monster cards on your side of the field to destroy all of your opponents monster cards, however, he cannot attack that turn.
