The only way they'd freeze together is if they were soaked in water first.
If you put water or other liquid on them they will freeze together, but to "freeze" them together without another substances help they would have to be welded, which is melting.

You can freeze clove oil but parts of it may separate. You may need to shake it when it thaws to mix any water content.

Hot water will freeze faster than vinegar because the hot water atoms will slow quickly and the vinegar will take longer to freeze because it contains an oil like sustance which take lionger to freeze.
