yes it does increase insurance. before buying a cat D car make sure your insurance will cover it as some don't... also cat C works out way more expensice than cat D and i wouldn't go for a cat C as most of the time they are expensive to insure... and less likely to insure where as with cat D you can most of the time.. it's slightly more expensive
The cost of insurance for males or females is the same. The only thing that will make your insurance more expensive is your driving experience and any pre-existing tickets you may have.
Personal Opinion Only: I believe that the only way to make health insurance less expensive is to make the health insurance carriers non-profit. Using the model that Germany implemented, and a number of other countries, they're making it work. They also had a similar system to the US before they made this change and it was argued that insurance carriers would go out of business, they didn't; it was argued that there would be no competition between companies, that didn't happen, they compete with customer services; it was argued that the insurance companies would never be able to accomplish the goal of affordable coverage, they did. There will always be problems with any system because it is run by people but at least other countries are way ahead of the US in this. I do however, believe that there is far too much partisanship and posturing going on in Washington over this issue to really bring about a workable solution.
