The brain and the lungs aid the breathing of humans. The brain tells the body when to inhale and when to exhale. The lungs take in the air and disburse the oxygen throughout the body through the blood, starting in the heart.
This does not physically get you high, but works by decreasing oxygen to your brain, which makes you feel high. If you inhale too much you can die as the lack of oxygen kills brain cells

Your brain will force you to breathe in
The blood leaving most organs in the brain has less oxygen because the brain consumes a significant amount of oxygen and nutrients. As the blood flows through the brain, oxygen and other nutrients are extracted by the brain cells for their metabolic needs. This results in a decrease in oxygen content in the blood leaving the brain.
When you inhale, oxygen fills your lungs. Next the oxygen diffuses out of your lungs into your bloodstream. The diffusion of oxygen from the lungs causes less pressure in your lungs signaling your brain that you need to inhale.
Arteries flowing into every organ contain oxygen. Oxygen is life for humans. Our brain, lungs, heart, etc. need it to survive. Oxygen is carried by arterial blood because we inhale it as we breathe. The lungs then distribute the oxygen to the rest of the body via arteries.
Oxygen is moved through the body, bounded to hemaglobine (red blood cells). Glucose is moved through the blood.
You can not get "High" from CO2. What happens when you inhale CO2 is pretty much your brain shutting down from oxygen being replaced by carbon dioxide. Your body stops functioning to the point of unconsciousness, if you inhale pure CO2 you can die and/or go into a coma after several minutes.
