I would say so yes. As Mexican skin coloring is similar to a light skinned south-east Indian (which is what I am) I think the peach would suit a Mexican. I use peach on my eyes and skin as I'm olive skinned with green eyes & it suits me better than vanilla coloring. The Peach hue sets off on olive/tanned skin color.
Purple would look better.

It is not the best eyeshadow out there, but it's also really cheap, especially for the palettes. In my opinion it's definitely worth the money. If the colors don't look bright enough, wet the brush before you apply it.

Personally I've never liked blue eyeshadow and not everyone looks good in it. When you allow your child to start wearing make up is really up to the parents. Blue eyeshadow is more suitable for going out at night and have a more natural look during the day.

No. It cannot improve the appearance of your bones themselves. Though to change your facial structure's appearance you can use eyeshadow. Darker eyeshadow on your cheeks (such as grey) makes them look sunken in. Some of a lighter eyeshadow like a bit of white makes them stand out more.

It depends on the look you want. I have always learned that you apply your brighter eyeshadow on the inner part of you eye lid, working outwards and putting the darker eyeshadow on the end of your eyelid. :)
