It is not that they are harmful...it is that they lose potency.
It takes a long time before Amphetamine truly expires. Once it gets past about 5 years it might lose some potency but should not be dangerous.

Many medicines eventually lose some potency after they expire, so it's probably just weaker and nothing to worry about other than the fact that it may not work quite as well.
