Just like any material, it may, or may not, be electrically neutral. What makes it a plasma is that many of its atoms are ionized - but of course the ionization process produces both positive and negative charges (the positive ions, and the electrons). If the original gas had a zero net charge, then (due to the law of conservation of charge) the resulting plasma will also have a zero net charge.

The question is; can plasma have a neutral charge? And generally speaking this is not so, for a plasma is the product of charge separation, in the form of field aligned currents. The three Modes of Plasma are arc mode as in lightning or sparks, glow mode as in the Auroras and dark mode such as the Ionospheres of planets. But, technically speaking a dielectric gas under pressure, such as nitrogen is also a dark mode form of plasma, therefore the atmosphere of earth being predominantly nitrogen under pressure is a dark mode plasma which is only lit up on the day side due to the electrical interaction of the sun.

This is incorrect and rather illogical. If there is equal numbers of ions and free electrons, the charge would be a product of the density differential. If there are equal numbers of ions and electrons then they are not neutral, they are field aligned.

Plasma does not have a neutral charge. Plasma is a gas most atoms of which are ionized. This means Plasma generally has a very high positive or negative charge.
