Yes they do. My wife and I sailed on Ruby Princess in December 2008 and they had at least 2 wine packages (Silver & Gold I think) with 3, 5 and 7 bottle options. There was a fairly good selection of whites, reds and sparkling in each package and you saved about 15-20% depending on what you selected from the choices compared to purchasing individual bottles. We are cruising the Baltic this July and look forward to purchasing a wine package on that cruise as well. You will have the choice to purchase upon embarking - typically there will be a table or two setup near dining on the firest day or you can ask your waiter the first day (or later) about a wine package.
No, but why would you need to if they already offer a large selection of champagne and wine onboard

No alcohol is allowed to be brought on board by passegers on Norwegian cruise ships. If you purchase alcohol, wine, etc. in port, they will hold it for you until the end of the cruise.

Sandals resorts offer a range of honeymoon packages tailored to couples, such as the "Stay at One, Play at All" program that allows access to multiple resorts, a complimentary bottle of sparkling wine upon arrival, a romantic turndown service, breakfast in bed, and additional romantic amenities. They also offer specialized honeymoon packages like the "Under the Stars" package, which includes a private beachfront dinner and a sunset catamaran cruise. Additionally, all-inclusive amenities such as gourmet dining options, unlimited premium spirits, and land and water sports are included in all Sandals honeymoon packages.
Princess allows one bottle (750ml) of either wine or champagne per person to be brought on board. However if you choose to drink it in the dining room you will be charged a $15 corkage fee. You may bring additional wine or champagne, but each additional bottle brought on board will incur a $15 corkage fee even if you plan to drink it in your room. Princess does not allow any beer or liquor to be brought on board. Hope this helps, the website I pulled this from is in the related links!

I believe you need a license to ship wine. UPS does offer wine shipping to authorized wine shippers, so I would try UPS.com for more information. If you'd like to become authorized to ship wine I would suggest asking UPS how that might be done.
