Radiotherapy can cause cancer but you would have to have radiotherapy non-stop through out your live but just a little bit of radiotherapy will only damage tiny bits of tissue that will repair thwm self and not cause cancer.
It is the use of ionizing radiation (such as X-rays) to kill tissue, It does not prevent the spread of cancer unless it kills all the cancer cells.

Gamma rays are used in radiotherapy to target and kill cancer cells. The high-energy gamma rays are directed at the tumor site to destroy cancer cells and shrink the tumor. This targeted approach helps minimize damage to surrounding healthy tissues.
You can still treat thyroid cancer by using radiotherapy although I do not think its as effective. Alternatively, chemotheraphy could also be used.
