No. commiting the crime means you are guilty. Refusing to take a polygraph can be for any number of reasons. Those reasons could be sensible, stupid or just plain mad, but refusal does not prove guilt.

Also polygraphs are not conclusive and can be beaten or give false positives. This could be the reason that the test was refused as the person doesnt believe the test proves anything.
