Yes, Sceptile in Pokémon Ruby and Sapphire as well as Pokémon Diamond and Pokémon Pearl was capable of being taught TM40 Aerial Ace which is a Flying-type move and in Pokémon X and Pokémon Y, it wwas capable of being taught Acrobatics which was another Flying-type move but it was not capable of learning any flying-type moves through level up.
