Yes! He does tell her. For me the episode was hard to find, unfortunately the one I found was a YouTube Poop video.
Sonic only say this in the french version of Sonic X episode 52, in which he said "of course I love you Amy, from always".
The only episode you would find in french was a Youtube poop but you can still hear what sonic says
