yes it is the sovereignty exist in the international system whereby it combine single group of state that are united by regular interaction that set them apart from other system. The system make sure that each state contribute to the stability and maintainance of the whole state that will tend toact to maintain the conditions that gaurantee it continued sovereign existence.
