Sand it off.
It is a loosely bound and non sticking product. Scrape it off with a plastic spatuler. Remove any remains with water and sponge.
One method - use 'wet and dry' paper with water
This could be caused by the drywall being damp. But you also shouldn't have any spackling compound there, - it should be drywall mud.

NO! You must take down the gas tank. It isn't that hard. remove the screws from the filler at the filler door and 2 straps. Be sure to empty it first!
