No, Spandex doesn't shrink because of its elastomer properties. It has incredible shape memory, and only after a few years of wear will it begin to lose these properties.
So, if your going to have the clothing item for a few years, I would be more worried about it losing its shape memory and sagging instead of bouncing back to its original shape, than it shrinking.

I've found that if it is more, much more, nylon (like 85% to 15% spandex), then wash it it warm water with an appliccable load. Then dry at at high temperature with the rest while checking after the first 20 min, it should be not only dry, but smaller by then since it doesn't even really need drying in the first place. (keep drying the rest of the load...) If doing it seperately, I would wash in a warm/cold temp on a small load, and dry on air fluff. If that's not available, dry on a fluff timer and check after 20 min, that's all nylon/spandex needs for drying time. The positive is that if what you try doesn't work, you still have the same god pair of pants that need shrinking! Try again!
