I think sticky soil might make it easier to absorb shock better, but its a lot harder for a horse to move in sticky soil, like it is when you walk down the beach where the sand is all dry. Plus, The frog of a horses foot (the triangular soft part on the bottom of a horses foot) does a pretty good job of keeping shock at a minimum.
The soil that sticks on the bottom of horses hooves would do nothing to help absorb shocks. If the horse is wearing shoes it may provide some pressure on the sole to help distribute the weight between the sole and the hoof wall supported by the shoe.

no a cleaned out hoof will allow the horse to be more comfortable because there will be better flexion and traction, also even a small rock can make your horse go lame. also that dirt and soil or whatever is in there because it can cause thrush which is pretty much the rotting of the hoof. it smells really bad. you use a hoof pick to keep out the dirt or any rocks, and ice too

Sticky soil may help w/shock absorption, but remember that a horse's hooves need to be kept clean and dry to avoid thrush. So if you employ this practice, whether it works or not, just be sure to clean the hooves thoroughly after you use the horse.
