dbol will not make your penis smaller, that is just a rumor that for some reason has been going around the web for years it's a complete load of rubbish. I'm only 17 and I've been using dbol for three weeks now and if it has effected the size of my penis i would say it has actually grown it, you will for sure notice a shrink in your testicle's though, but once your off it that will all return back to normal. So don't stress as long as you take drugs such as nolvadex or vitamin B6 while you are on dbol.
