In 1972 The way horsepower was factored changed. 1971 and back it was rated at the crank with no accessories installed. 1972 and later it was rated at the back of the transmission with all accessories installed that could not be turned off.
So yes, if both motors had been rated the using the same formula they are equal and that is how the later version got it it's name.
