Sorry no. The 2010 4Runner doesn's have a power antenna.

There are a lot of aftermarket antenna masts that you can get to fit your 4 runner and if you do decide to go with a fixed mast just make sure that you make sure that the wiring harness at the mast doesn't ground out on any metal. Other than that there is no problem with replacing it with a fixed mast antenna.

It is interior fuse #18 ACC 15 amps it controls car audo, power antenna, clock, and power rear mirror

If the radio and antenna are both malfunctioning on a 1998 4 Runner their may be an issue with the wiring. Check the wire with a spark tester and see if there is any current flowing through it.
Most Toyota trucks have their antennas unscrew. So try to just unscrew the antenna at the base.

Typically in the Toyota 4-Runner vehicle, right front fender, at least up until 2002 model year. After that, there was a major design change that might have included this cable placement. -DJ
