The .380 is a 9mm bullet. But, going with the assuming that you're comparing the .380 ACP (9x17mm) against the 9mm Luger/9mm Parabellum (9x19mm), the answer would be no.
This is mainly personal preference. The 9mm rounds will result in a lighter, cheaper round to shoot, but offers significantly less stopping power then a .40 caliber bullet. If it was going to be your primary concealed carry firearm, I'd go with the .40 because of the extra stopping power. Once again though, this is all personal preference.
The actual power of any given cartridge is based on speed and weight of the bullet. There are multiple different loads for the 9mm Parabellum, and for the .45 ACP. HOWEVER- in general, the 9mm Parabellum has a higher energy than the .45 ACP. Search Wikipedia for 9mm Parabellum, and for .45 ACP. Scroll down for energy figures on the left. It should be noted that almost all .45 loads have heavier bullets, and the .45 ACP is generally considered to have greater "stopping" power than the 9mm.

Currently the standard side arm of the US military is the 9mm M9 Beretta pistol. I know many officers that continued to carry their own .45 because of the lack of stopping power of the 9mm round used by the M9 pistol.

The 9mm has less recoil, and the ammunition is (generally) less expensive. You will find folks that can argue BOTH sides of this questions. EDIT* The .40 is generally preferred in combat situtations as it is significantly more powerful and is not too much bigger.
I would say no. In my preference I want something that will stop anyone or any thing from attacking me. I personally use a .45 cal for it's sheer stopping power but I believe any caliber over a 9mm would suffice. Most law enforcement agencies use 9mm.
