NoIt is a "job reservation" if you want to be a photographer, its a small career field, so they might have a 2 year waiting list to get into that specific job. Your recruiter will try to find a job to get you in and meet their quota, you need to be certain that your job reservation is in your contract before you sign and enlist.
The Job reservation is really a slot for technical training, reserved for you if you complete Basic Training on time. Be aware that the contract gives the USAF a right to redirect your reserved job options if for some reason you do not complete basic on-time, or other qualifications for that job are unobtainable. It is a JOB training reservation, not a guarantee.
You also have to meet the ASVAB test requirements, and get through Technical school, and usually a Career Development Course and on the job training after Technical School.
Your goal is to achieve the 5-level experience for your AFSC (Air Force Specialty Code) at about a year after arriving on your first duty assignment. Training is a continuous process and progress in rank depends on your training, performance, and ability to pass tests for promotion based on the previous. Time in Grade and Time in Service and awards and decorations also factor into promotions.
