I'm not sure. I would have to say that if someone in another country wanted to buy one... I mean it is the land of the free right? but you might want to check your sources.
Honestly, I would say not. The America Flag symbolizes the ideals of the American nation - if other people wish to associate with it and the ideals it represents, then I feel that is an appropriate use.
As far as legality goes, the design of the American flag is not protected in any way, and there are no laws protecting its use in any manner, so in that respect, it doesn't "belong" to anyone.
