the Eiffel tower is a definite frame. if the tower had something over the frame it would be a mass so the Eiffel tower would never be a shell if it had the framing still inside of it.
I don't know about events in history, but I do know something regarding it.. The French people absolutely hated it when it was built. They wanted it gone after the festival thing it was built for was over. But since it drew so many tourists, they decided to keep it.

The tower was built as the entrance arch to the 1889 World's Fair. The architect, Gustave Eiffel, had a permit for the tower to stand for 20 years; it was to be dismantled in 1909, when the City of Paris would take over ownership. The City had planned to tear it down (part of the original contest rules for designing a tower was that it could be easily demolished) but as the tower proved valuable for communication purposes, it was allowed to remain after the expiry of the permit.
At night, there are many strobe lights all over it that flash simultaneously.
