You are essentially answering your own answer within your own question. Vegetable oils and other food oils are edible oils. The other oils that cannot be eaten can be grouped into this other major category called non edible oils such as engine oils, etc.
The FDA tried to say a lot about them, the court only allowed some claims however.The court denied that these were improved medical devices, and denied the ban on their use like other tobacco products (because the chemicals claimed by the FDA to ban smoking were not present), and only allowed the FDA to regulate the devices as a tobacco products under that limits.
Natural and organic essential oils do not contain formaldehyde. However, essential oils from companies that do not clearly show that they produce organic or all natural products may contain formaldehyde. In that case, essential oils could contain anything.
my intution says no it is not. Also I wouldn't trust the purity of any of thoose oils or extracts when it comes to pregnancy. They could easily be contaminated with other more toxic oils like worm wood or sassafrass etc. I would check with the FDA.
