yes i believe it is. one htc phone that doesnt need data is the htc freestyle. but that is all touch screen. if you want touch slide and easy to text you should try the samsung flight or pantech laser.
You will need to get a data plan when you buy the HTC Touch Pro 2. This will be necessary when you want to use the internet on the phone.
