Yes it does a very good job and the TV shows that I record on my Media Center Computer play much better on the PS3 than they ever did on the Sony DVD/VCR. I also like the ability to fast forward past the commercials with the PS3. Rental DVDs of movies also seem to play clearer in the PS3 than in the Sony DVD/VCR player I used to use.

No some DVDs are restricted to certain regions and others might not be readable by the PS3. My PS3 has no trouble reading the DVDs I make of TV programs I record on my Media Center computer and it upgrades them to near HD quality. It also played the DVDs I rented better than my DVD/VCR.
