No it does not. The PS2 is still being sold and the price is now up to full retail of $129.99 or $149.99 even though the PS3 was released in late 2006. New games continued to have been released for it long after the PS3 was released and it was not until the PS3 was well established that the new game titles started to decrease in number. The huge library of PS3 game titles and the 75 million worldwide users will continue to increase for years. Many people that have a PS3 and a huge investment of games and accessories are not going to run out and purchase the PS4. There will not be enough of them available to allow everyone to do so even if they wanted to. Release is only going to be for the USA and Japan for the 2013 holiday season and huge quantities of product availability is not expected
Earlier Playstation model releases resulted in a shortage of product availability and sale at sites like Ebay for more the the retail cost, although I am not forecasting the same for the PS4. The product description and release date are only estimates and preorders are not currently being accepted at Amazon.com

No you will not be able to play the games either way. Systems changes on the PS4 allow them more design capability for games and many titles will be released in a downgraded PS3 version. You still will have to have a PS4 to play PS4 games and a PS3 to play PS3 games.
Because PS3 and PS4 are different consoles. If you have Minecraft PS3 and try inserting it to a PS4, it won't be able to load because it changes the features in the disc. You might need to sell your Minecraft for PS3 and use the money to buy it for PS4.
