The problem isn't so much as who should have WMD, but more of who shouldn't have them. The general consensus internationally, is that countries like North Korea and Iran have unstable governments and may use WMD for offensive rather than defensive purposes.

SOUTH Korea and the UN are free world nations. The USSR supplies the hardware for the communists to fight with (Tanks, Jets, Artillery, etc.).
