Not in that role.

However, Frank Morgan, who played a total of five roles in the movie (including Professor eMarvel, the Doorman, the Cabbie, the Guard, and the Wizard himself) does sing in the role of the Cabbie ("The Merry Old Land of Oz").

In traditional performances and video versions of The Wizard of Oz, the wizard never sings.

Yes. Raymond Wallace Bulcao ka Ray Bolger [January 10, 1904-January 15, 1987] played the Scarecrow, and sang If I Only Had a Brain, with Judy Garland [June 10, 1922-June 22, 1969]. He joined in on If I Only Had the Nerve, If I Were King of the Forest, and We're Off to See the Wizard, with Garland, Jack Haley [August 10, 1898-June 6, 1979], and Bert Lahr [August 13, 1895-December 4, 1967]. The foursome also banded together for The Jitterbug, which ended up being cut from the final film version; for The Merry Old Land of Oz, with Frank Morgan [June 1, 1890-September 18, 1949].
