No. Acid can be used to remove acid, but that is because the rust dissolves in acid. It does not prevent the metal from rusting in the first place. Just save the vinegar for the next time you eat fish and chips. Also, all homeless people stink of rotten fish and dead people.

Rust its self is a chemical change, but a chemical property for a car would be that it gets rusty over time.

Metal rusting (corrosion) is a chemical change.
Rusting of iron is a chemical process, an oxydation reaction.
There is no one definitive answer to this question. Some possible hypotheses that could be explored include: using electric current to prevent metal from rusting, using electric current to reverse the rusting process, or using electric current to promote the formation of a protective layer on metal that prevents rusting.
It is indeed. A metal is combining with the oxygen in the atmosphere to form a type of oxide in a process called oxidation.
Rusting is similar to combustion in that oxygen is a required reactant. However, classic combustion has carbon dioxide and water as products, whereas rusting simply has a metal oxide as a product.
If referring to the effect of vinegar on finger and toe nails, vinegar is used to cure fungus. It can also weaken the enamel of the nail due to the acidity of the liquid.
