The Alfa Romeo 156 does have a throttle cable. However, not much can be done with the adjustment. The EDU will eventually return the engine to normal idle.

Most likely reason (90% of the time) is due to a low charge on the battery, most garages will be able to check the battery charge (normally or free), otherwise your earth cable may not have a great connection, or you have a worn starter motor.

You're Thermostat may possibly be stuck in the closed position, therefore not allowing coolant (water/antifreeze) to pass through to the engine. Basically check your thermostat is working.
One can find cheap deals on the Alfa Romeo 156 (1997 - 2007) in Auto Trader, the local newspaper. One may also purchase at regular price from their Italian website.
